<span id="lblNoFrames"><h1>Risk UK Sep 09</h1><br/>CCTV comment By Pauline Norstrom, Chairman, BSIA CCTV Section Increasingly we are seeing high visibility mobile digital CCTV vehicles being deployed in key hotspots across the UK to deal with a wide range of crime and disorder issues. Time and again this flexible approach has proven to be an extremely effective, and economical, force multiplier for the police and community safety partnerships. Reducing anti-social behaviour In South Wales, the sheer breadth of mobile CCTV’s tasking by Safer Swansea makes it a good example of what can be achieved with this technology. In recent times it has monitored music events, fans on match days, anti-social behaviour, off-road motor bikes, high visibility city centre patrols and illegal taxi operations. A measure of the success of this approach, to date, is the fact that whenever the vehicle is deployed, especially in response to anti-social behaviour, the number of complaints from members of the public drops dramatically - in some cases to zero. As with many other areas of the UK, Swansea is facing the reality of underage drinking and anti-social behaviour. This was becoming a particular concern for residents of Gowerton, a village on the outskirts of the city, who were suffering from a high level of such incidents. As a result, in June, an operation took place which saw the mobile CCTV vehicle rotated around five different parts of Gowerton over a single weekend. The impact of the CCTV vehicle’s deployment on the situation in the village was immediate, with a 75% fall in calls from residents regarding anti-social behaviour on the weekend in question. Safer Swansea also found that the attitude of potential troublemakers improved dramatically once they knew they were being filmed. Additionally, this high visibility approach had a residual impact so even when the vehicle was not deployed calls from concerned residents were still lower than usual for several subsequent weekends. Evidence gathering Looking at another part of the UK, Cumbria Police have been deploying mobile CCTV in the force’s Northern Command area - specifically Carlisle city centre. A major operational task for the CCTV vehicle is monitoring the behaviour of football fans travelling through the city on match day, to minimise disruption and maintain public order. The advent of the mobile CCTV van has made a major difference to the tactics that can be employed, being highly visible and mobile the CCTV vehicle is able to follow fans right down to the ground to deter any trouble and communicate both with the City Centre Control Room and the Match Control Room. The benefits of having a mobile CCTV solution were brought into sharp focus when Cumbria Police had to deal with 20 plus Newcastle and Carlisle supporters who had arranged to meet-up to fight outside a pub. The CCTV van captured footage of all the activity that followed. This was extremely fortunate as it turned out that the pub concerned had no internal CCTV cameras. With the digital CCTV footage officers from Cumbria Police were able to provide evidence to Northumbria Police so they could confirm the identities of the Newcastle supporters. The CCTV evidence led to a number of successful convictions – which included football banning orders, fines and community service.
